During the early stages of the Greek War of Independence (1821 - 1827), various regional governances were replaced by the centralized Προσωρινη Διοικησις Της Ελλαδος (Provisional Administration of Greece, PAG) which drafted the first Greek Constitution in 1822, giving birth to the modern Greek state. On 18 January 1822, the Provisional Administration of Greece authorized the release of 8% debenture notes to be repaid in three years, backed by credit rather than metallic (gold or silver) assets.
