Hoarding of coins during World War I led to the decision to issue low-denomination notes. The National Bank of Greece was authorized to issue only larger denomination notes, so the Ministry of Finance (MOF) issued notes on leftover National Bank of Greece notes from 1885 with the overprint ΝΟΜΟΣ / 991 / του 1917 (LAW / 991 / of 1917) and new signatures applied in Athens.
