The Boxer Rebellion of 1899 - 1901 convinced the Chinese authorities of the urgent need for reform in the area of commerce and finance. In 1904, the Jenks Commission report was published, recommending the gradual adoption of the gold standard and the establishment of a national bank in China to assist in monetary reform.
