On 7 November 1931, the First National Congress of Workers, Peasants, and Soldiers was held in Ruijin, Jiangxi Province, and the Chinese Soviet Communist Party was established. Subsequent economic policy legislated by its General Assembly provided for the establishment of a national bank. The Chinese Soviet Republic National Bank (CSR) was thus founded in Ruijin in March 1932, with Li Liuru and Mao Zemin, younger brother of Mao Zedong, as presidents. It moved its headquarters to Shazhouba, also Jiangxi Province, in April 1933 and again to Xiapizi, Jiangxi Province, in July 1934.
