The Prestige Proof Set program ran inconsistently from 1983 to 1997 with a one or two commemorative coins added to the regular proof sets of the year. The clad half dollar and the silver dollar issued to commemorate the bicentennial of Congress were featured in the 1989 Prestige Proof set. Priced at $45, a somewhat disappointing 211,087 units were sold by the Mint. As interest in this series develops, Prestige Proof sets may prove to be very elusive.
