Hulunbuir (Mongolian: Khölönbuir) is a city in the province of Inner Mongolia, close to both the Mongolian and Russian borders. During the Qing Dynasty and shortly thereafter, Russian rubles were the main currency, but these dried up after the 1917 Russian Revolution. The Hulunbuir Official Currency Bureau (HLB) was established in December 1917 in order to address this currency shortage.
