Всесоюзное объединение “Внешпосылторг” (Vneshposyltorg, VPT; literally All-Union Association “Foreign Mail Order Trade”) was established by the Ministry of Foreign Trade by an order of 19 May 1961. Vneshposyltorg also ran shops, where goods and services were provided in exchange for foreign exchange notes. These shops bought Western goods abroad and sold them at retail in the USSR. As there were no identity checks made on purchasers using VPT notes, a black market quickly emerged and, despite being a crime punishable by long prison sentences, VPT notes could often be exchanged for regular rubles on the street in the vicinity of the shops.

The search is on for special quarter dollars that will be placed in circulation by the United States Mint as part of the nation's Semiquincentennial celebration.
With the month of July and all the celebrations of Independence Day behind us, the rare coin market looks with anticipation to August.
"These coins have been off the market for at least 10-15 years, and many of them are in older generation grading holders as well, adding to the excitement," comments John M. Pack.
