As reparations for Germany’s destruction of coal mines in Northern France during World War I, France nationalized the Saar’s coal mines. During the region’s 15 years as an autonomous territory under a League of Nations mandate, it was occupied jointly by Britain and France, and governed by a five-person commission made up of representatives of the occupation forces.
