With the outbreak of the Finnish Civil War on 27 January 1918, a communist regime took power in Helsinki and the White government relocated north to Vaasa, from where they conducted a counteroffensive. As the mint and printing office remained in communist hands in Helsinki, a shortage of funds quickly became a serious problem for the White government. To remedy the problem, emergency notes were introduced by the Vaasan Osake Pankki (Vaasa Equity Bank, VOP) and made payable by the state.
