The Provincial Bank of Heilungkiang (PHK) was created in 1930 from a reorganziation of the Kuang Hsin Syndicate of Heilungkiang (B31201).

Heilongjiang (Heilungkiang) Province was occupied by Japanese forces on 18 September 1931. In June 1932, the Provincial Bank of Heilungkiang was merged with Frontier Bank (B34201), Kirin Yung Heng Provincial Bank (B30601) and Provincial Bank of the Three Eastern Provinces (B32191) to form the Central Bank of Manchou (Manchukuo B101).
