The establishment of a central bank in Namibia was discussed as early as 1988 in meetings between J. B. Zulu from the International Monetary Fund (IMF) and Erik Lennart Karlsson of the Swedish central bank, Sveriges Riksbank. The Bank of Namibia Act became effective on 16 July 1990. On 25 November 1992, Karlsson officially became the governor of the Bank of Namibia (he had been acting in that capacity since 1 September 1991), and his signature appears on the first banknotes issued in 1993.
