The Banque d’État du Maroc (State Bank of Morocco, BEM) with its headquarters in Tangier was established on 7 April 1906 by the General Act of the Conference of Algesiras. Initially its supervisory council consisted of delegates from Austria, England, France, Germany, Italy, and Spain, but following the Treaty of Fez in 1912, the French delegate was dominant, and the other delegates were eliminated in 1919, after World War I.
