Obverse: Lady liberty is seated on a rock bearing a shield with the word LIBERTY. 13 Stars frame the periphery with the date at the bottom middle under the rock.

Reverse: The heraldic eagle is centered in the design with the words UNITED STATES OF AMERICA and QUAR. DOL. around the periphery.
